EKU started this thread by stating "This hypothetical is always fun". I wholeheartedly agree.
I looked at strength of schedule, quality wins and bad losses, W-L record, common opponents and scores, Lit ratings, and State Champs or Runner-up.

Here is my list. The top 4, and the bottom 2, were easy in my mind. #5 through #10 were tough. These six teams are very evenly matched IMO.

1. Bowling Green
2. Scott County
3. Collins
4. Highlands
5. DeSales
6. Meade County
7. Mayfield
8. Belfry
9. Wayne County
10. Pulaski County
11. NCC
12. Williamsburg
