You could tell the official was guessing at it by his mannerisms. He looked at the back judge to make a signal. Im not commenting on whether it was good or not because its hard for me to see but you are right about HS officials not over-ruling each other. In HS, they just wont hardly ever do it. Something else HS referees do is "cover-your-buddy" flags. Many times, if one throws a flag, another one will throw one a couple seconds later to give the impression that the call was obvious. If there is a mistake made, they can simply wave the flag off. Im not saying all officials do this, simply some. There are many fine officials out there.
