^ actually in investigations into other schools, the NCAA has a full time legal staff that handles those matters, as well as amateurism, recruiting, and drug/ alcohol policies. The NCAA itself is made up of school representatives, but the one's that handle enforcement and investigations are unaffiliated with any school. Now when that group screws up, like here, the NCAA puts a committee together made of school officials to investigate them. The only thing those groups can't do are vote on bylaws. Balance of power.
So when I say the NCAA screws up, I'm talking about the group that's not affiliated with any school. These are the same people that screwed up the Shabazz Muhammad situation and the same group that mishandled information from Penn State. Unfortunately, there are a few investigators in that group with a clouded agenda
