That is a bunch of coal docks, but it is a power plant. I'm not sure how you could miss the boilers and cooling towers and say that it's not a plant.

I've worked at that plant many, many times. I wasn't talking about the AEP plant when I brought this(the piles of coal on 23) up. I've saw much bigger piles of coal at AEP, that's the reason I didn't include it.
