The same 2 teams have won the Championship for the past 18 years - if the KHSAA doesn't realize that something is broken and needs to be fixed, then they must be in on it too.
You could institute an Ohio type rule, but would it really make a difference? Not all of the players on each varsity team from, let's say Assumption, Mercy, or Sacred Heart, play on the same club team. Club teams are broken up by age level. Players from all three of these schools play on teams at different age groups at multiple clubs. Assumption players don't all play for KIVA--some played for MAVA and others at Union. An Ohio rule would only mean that a couple of players might shuffle clubs. Usually a KIVA, MAVA, or Union club roster will only have 3-5 players from the same school on it. You will find Manual, Male, Eastern, Floyd Central, etc. players on a KIVA team.
It's not so much the playing together on the same club team that helps, as it is the constant practice and playing a high level of competition. I have had several daughters play travel club, and have had them play as young as age 7. Not only do they practice all year, but they also participate in strength and conditioning that is geared to volleyball. They also participate in clinics specifically for a particular position. The strength of the programs that have dominated KY volleyball is based upon starting at a young age and the constant work put into it. The Catholic elementary program in Louisville is huge and highly competitive. You will find some multi-sport players, but by 7th to 8th grade, they tend to concentrate on one sport. By high school, some have played 8 years of club ball. That is their advantage.
