I think my setup for the 10-16 regions may be a little better due to teams traveling. Although I do like the first as well. I think it just is not feasible to have Lawrence Co and Phelps in the same district in the 15th. That would be a 2 hour drive. Of course, it is about a 2 hour drive from Phelps to anywhere.

I really don't see how they are going to get out of no 3 team districts in the west (especially with consolidation) unless they just strip away some old districts and rivalries. I believe there will have to be at least one 3 team district - although if there is a way to get around it, I hope it can happen.
