That might be a bit much. Thinking back to age 15-17, I can understand how something like this might have been thought of as a harmless prank. It isn't, but it's not like he poked everyone with a used hypodermic needle. I think the punishment fit the crime and will hopefully cause him to rethink his actions in the future. Like Blau said, he's lucky he didn't get a can of whoop-ass opened on him right on the spot.

The kid will get counselling in the Juvenile detention center that he is assigned too. He should because this was a planned act that caused injury to not only one person but apparently 28 individuals. 28 times he chose not to stop his actions. Something has happened to this kid at some point that caused him too want to harm not only one targeted person,but 28 random people. It worries me that a kid like that could graduate to worse acts of random assault. This kid probably has been bullied and made to feel small and doing these type things makes him feel big and gives him power and that's why he was lucky he was caught and stopped now and not after he mugs somebodies grandmother or something to that effect. I've seen hundreds of these type cases come into Dept. of Juvenile Justice where I was once employed before retirement. I don't know how old the juvenile was but 28 day's doesn't seem like a lot and it may have something to do with his age. The Dept. of Juvenile Justic can only keep a child up until his 18th birthday and then they must be released. Unless there are certain psychiatric conditions in which they can be held up until one day before their 21 birthday. At least that's the way it was when I was employed as an assessment specialist at Bluegrass Reception and Assessment Center in Lexington,Ky 6 years ago.
