I don't necessarily agree that they should be split but I have an alternate solution. Something like a Big 16 or something similar. Put open enrollment and privates together in their own class or even split those among large and small. Then let the rest of the schools compete on a more level playing field. Also allow others to play up in class to this group if they like. I think it would make a real interesting playoff.
South Carolina has a Big 16 and all are involved in their own playoff each year without qualifying in district play, thus having the freedom to schedule rivalries and big games as they please.
I havent studied this enough to give an example of who should be there but it would be interesting.
