This has been brought up A LOT! And to be honest I dont think ive ever gotten a straight answer. Most want to use the word intent. Like the referee is supposed to know the intent of the kicker. I just dont see how you cant have a clear rule, and in the near future I see a change coming to the rule.
IMO, anytime the kicker is making a kicking motion he is protected. Anytime he is on the run, even with the ball out he is a runner. I guess it comes down to the opinion of the current referee as to if the kicker is misusing his intent.
