So let break down a little bit
Shelby Valley: One year removed from having a sub .500 record and making the miracle run through the region. The overachieving ending to the season has paved way to a very lofty amount of expectations to put on an extremely young team who lost 3 contributing seniors. I do not think that Valley will be the best team in the region, maybe not even the best team in the district. They are still about one year removed from absolutely steamrolling the region again but this year is too much a learning year to pull the trigger. My position for the region would be Valley at 3!

The 15th Region is going to be loaded with young talent for the next 4 years. I don't see anyone "steamrolling" the 15th Region, way too much competition.
