I have seen good sides of this and bad. I have seen players move because a father figure got a job somewhere (after losing their dad to cancer) but that kid was ruled ineligible. I also seen a student come over because their dad got a job and the kid was extremely unhappy in the current system, this kid got ruled eligible. I have seen kids who needed to move since he/she was a very talented player but the school has to many rules and is not a basketball school and the kids just disappear over the years. I have seen kids that actually moved, unhappy at the past school and went by the rules but were ruled inelgible.
I think that if the student feels so unhappy in that school/athletic program that he or she would move locations then he/she should be able to be happy.Players only get 4 years to see what thet got and to take one away is something they can never get back. I'd say if the kid moves/rents and goes by the rules as close as they can then they should be able to play where they want and be happy.
