Gonna have to go with Sommerset, with Prestonsburg a close second on my list. Hard to agrue with 5 runner ups. However Prestonsburg has won its fair share without getting the Championship, 18 District Titles, 10 Regional, and 2 State Runner ups.

On a side note in the early 2000's I believe Pburg lost to the state champion in the playoffs like 5 or 6 years in a row, teams that included Boyle Co. and Belfry. And in 2002 was the only team to beat Bell Co. all year.
