The league fines Brett Favre over the alleged text/pics/voicemails sent to Brett Favre.
However, the league ruled that there was no substantial evidence to prove that he was involved in any wrongdoing.
The fine was for failing to cooperate with the investigation causing it to be drawn out and making the league look bad.

Forensic work was done on Sterger's cell phone and they worked with a cell phone provider but they could not find evidence that Favre did anything wrong.
