I get what you are saying, but the easy wins are scheduled for in-state teams. Keep the money in-state, and I agree with that. If I am florida, I am not going to fund a school in Boise Idaho

I would agree with that but that isn't true. Lets look at the schedules:

Ohio State : Marshall and Eastern Michigan.

Kentucky : Akron and Charleston Southern

Michigan: UMASS and Bowling Green

Alabama: San Jose St and Duke

Florida: Miami Ohio and Appalachian State

Nebraska: Western Ky, Idaho, and South Dakota State

I think the primary reason that the primetime teams(Kentucky excluded) did not schedule Boise State five years ago as their record from 2000-2006 is 61-13.
