I'm pretty sure Highlands & Somerset are.

I'm not sure why Highlands would, the projected 4A class would be a tougher challenge and help their national ranking alot more than playing up the 5A would. In 4A they'd have Catholic, Boyle, Cov Cath, Johnson Central among others. In 5A all there would be is Harlan Co and Lone Oak. To me that wouldn't make any sense if their goal is a national championship to play up to a class that doesn't offer the level of competition that 4A would. Plus with their being so many 4A teams around them it would be tough to convince the KHSAA that they would need to play up for geographical reasons. Wanting to play this team or that team or to win a national title isn't a reason the KHSAA would approve them playing up for.
