You are 100% correct , the only way Bell County could have home field throughout the playoffs is if a #2 seed from your district or a lower seed from this district upsets the #1 seed in your district.

The whole Kentucky playoff system really isn't fair to district 7 IMO this district never really has home field throughout the playoffs unless upsets happen.
