You're probably right if he is moving in with his mother and she is getting custody of him. I would think under those circustances he would be eligible.

In my earlier post I thought he was already living in Estill but playing for Powell. Under those circumstances he would not be eligible because a change of residence hadn't taken place.

It doesn't matter what county or school district you live in, once a student-athlete enters his freshman year and plays in a varsity game (in any of that school's sports) he/she is ineligible to play for another school without a change of residence by the parents or guardians, evenif that school is in the county he/she resides. Those are the rules established by the KHSAA.

However, it appears Crowe may be OK in this scenaro.

This is Crowe's last year. Do you think that he will be able to adjust to being 6th, 7th...maybe even 8th man on the Estill team? I highly doubt that he will replace Cackling or Hoover at guard position. Coach Tiller probably won't put up with much trouble.

I think coach Tiller will give him to change to play he is a very fair coach but he want put up with anything that would hurt his team this may be a great thing for Crowe to prove he is ready to play.

No. He was living in Powell with his father. His mother had already lived in Estill County. He has changed residences and is now with his mother in Estill. He will be aloud to play for Estill and starts school on Monday.

Agreed...he will have his chance. It would seem that his chances to prove himself were better at Powell though.

roberts , cacklin , hoover, wiseman ,and crowe . thats a great starting 5 ! best defensive player in the district in crowe and offensive player in cacklin .... plus estill may still be gettin hawkins from what i have heard he hasnt made up his mind

My guess is that he will not be eligible if he played varsity ball at Powell Co. last year. He still has to go through the transfer process with KHSAA. Just because his mother lives in Estill, that does not mean that he will be eligible. KHSAA usually does not approve transfers like this one. Just because the kid gets mad at the Powell Co. coach and decides to go to another school where his mother lives, if KHSAA shoots any transfer down, it's usually one under these circumstances. Look at Bylaw 6 on KHSAA's website.

I think if he plays ball this year, it will have to be at Powell Co.

Hope he can play somewhere if that's what he wants. Good luck.:thumpsup:
i guess this will boast estill in the 14th region
Estill Co will be a very good team without Crowe probley 7th or 8th in the 14th Lee Co will be rated a little higher in the Reg. Estll Co has alot of kids still playing football so they will get a slower start than Owsley and Lee they should be very good later on in the season and should make for a great dist tournment.

You guys put Crowe out to be a trouble maker, and that isn't him at all. He just doesn't let people push him around. He will be a great addition to this Estill squad, although his peers proably won't agree with it, this is still a good move.
like i said coach Tiller is a very fair coach David will get treated like everone else he is starting out like everone else if he earns playing time he will play the ball is in his court now
crowe will be able to play...his dad has had alot of health problems lately and he will be better off with his mom and they have joint custody over him so there shouldnt be a problem

You are right in that he will not be able to play until the KHSAA says he can, and if they think there are unusual circumstances in his move from Powell to Estill, like it's not a family custody issue but for the purpose of playing basketball due to his dislike of the new coach and his methods, then they have all the power in the world to rule him ineligible. However, after the rulings on the transfers to Scott County from Rose Hill and Boone County, I doubt he will be ruled ineligible. It may take some time for him to see action in an Engineer uniform, maybe a month or more. But he will probably be allowed to play.

On a side note, the KHSAA has opened up a whole can of worms with their Scott County rulings. I'm afraid their future decisions will have to be fairly liberal on transfers. They've set a precedent with their Scott rulings and now it would really look bad to hammer the little guys while permitting the big schools to slide by with little said. Crowe has probably caught them at the right time.

All of the Scott Co transfers made bonifide change of address by their entire families moving. Not just to the county next door after quiting a team for not playing the second half of a scrimmage game. All had valid and work related reasons for the move.

The two from Rose Hill were on thin ice from the moment the father stated in the Lexington Herald-Leader that one of the reasons they chose to make the move to live in Scott County was because of the basketball program there. With his job experience he more than likely could have got jobs in many areas besides Scott County. With that one comment he made it clear that the move was for job and basketball purposes, and that's a big red flag with the KSHAA. Both young men are very fortunate that they are eligible, and I'm sure the KHSAA made the ruling under pressure and knew it was on shaky grounds with it's decision. But as I said in the earlier post, they have opened up a huge can of worms. That's one of the reasons they had to rule the kid from Boone County who also transferred to Scott County, and a summer AAU teammate of the Rose Hill boys by the way, eligible. They couldn't go against precedent even when they knew the partial intent of both transfers was sports related (the other intents being job related.)

In my opinion, he will not be ruled eligible, read Bylaw 6.

What has happened with other boys, will not effect KHSAA's decision. The appeal process will not even result in the board of controls overturning the comissioners decision.

Once again, read bylaw 6. If he wants to play this year, he better stay at Powell Co.
Powell won't be to good this year considering crowe and hawkins has quit

Remember, the reason he left was because he did not play the second half of the Menifee Co. scrimmage. No waiver will be granted. Like I said earlier, he better stay at Powell Co. and make ammends with the coach if he wants to play ball this year.

Now, if the parent he is living with picks up and moves to Estill Co. and makes a bona fide change of residence and he does not enroll at Estill until after establishing residency, then he will be granted eligibility.

Do you actually believe that when they have the hearing at the KHSAA headquarters, assuming he is ruled ineligible and appeals, that he is going to tell the hearing officer that the reason he moved in with his mom was because he didn't play in the second half of a scrimmage game? I don't think so. His mom will make the appeal that the move was made for the betterment of his well being and happiness, which translates into "health and welfare". The final decision will not be made on hearsay, accusations, and inuendos.

It also depends on what the athletic director from Powell Co puts on the the outgoing school transfer paperwork. They have to put down a reason for the transfer. Do you honestly think the administration at Powell Co don't kno the real reason this young man suddenly transferred to Estill?

Also the process will take up the entire season. It will take 2 weeks minimum to get the transfer paperwork to KHSAA. Then the commissioner has two weeks to make a decision on eligibility. The parents would have to request an appeal hearing and then KHSAA has to schedule the appeal hearing with the hearing officer. This will take 2 to 3 weeks. Once the appeal hearing is conducted the judge has 2 weeks to make a recommendation to the Board of Controls. IF the judge rules in the young mans favor then it goes to the Board of Control. The BOC only meets once a month and they have to have time to review the ruling bad the entire appeal so that means you are looking at another month. So this entire process will take a minimum 3 months, and remember Christmas is right in the middle.

Also, if he gets ruled ineligible by the commissioner at the start of this process, he can not practice with the team until the BOC rules him eligible. His ONLY hope to play this year "after Christmas" would be if the commissioner rules him eligible initially.

That's why I say he better make ammends at Powell if he wants to play his final year.

I hope things work out for the young man, I would hate to see him lose his last year of HS basketball.

Not sure on that. If Estill picks up both, Crowe and Hawkins, it should be a dogfight between them and Lee for the District Championship.

I'm starting to see the point Goodguy is making. The KHSAA does not always move very quickly in these tramsfers sometimes, especially under the circumstances. It will more than likely take a long process to get to the final results, and by that time the season could be over and done. Very possible both young men have wasted this year. But once they sit out 2 semesters they can play for anyone they wish next year, assuming they're not seniors this season, whereas their careers could well be finished on the high school level.

Ur crazy Crowe will never b a 6th, 7th, 8th man he will b a started after a couple of games thth he gets to play
