With this can you make parts of the photo black and white and other parts not? I downloaded Paint Shop or something of that nature but it was a free trial and the time ran out.

I think you can. I use it to resize and clean up photos all the time.

You cannot do selective coloration with IrfanView.

My recommendation would be GimpShop. Just like Photoshop, but free.

You can also try a program called paint.net. It does the selective coloration and is free. I use it quite a bit.
