Too hard to name one. I have always been a technical wrestling fan so my list will be a few recent names that the average wrestling fan will know:
In-Ring
Chris Benoit
Kurt Angle
Dean Malenko
Chris Jericho
Jushin Thunder Liger
etc....
Mic work:
Dusty Rhodes
Ric Flair (early, anymore he is awful)
The Rock
Rick Rude
Mankind
Hulk Hogan (like him or not, he knew how to get the crowd going)
etc....
Those are just a few to keep the ball rolling. I have many more but I just closed it into a small category because it is near impossible to say the best wrestler ever because so many of them are used differently and talented in their own way.
Maybe the best technical wrestler I ever saw or met in person is Nick Dinsmore. If you don't know him, look up his match from Christmas Chaos against Chris Benoit!

Dick the Bruiser, Cowboy Bob Ellis, Big Bill Miller, Vern Gagne, Harley Race,
Mr. Wrestling II, Johnny Valentine
Most of these boys performed when wrestling had some integrity.
Matches were usually best two out of three falls with a one hour time limit.
These guys today wouldn't survive a match.
