At the end of district play and there is a three way tie, how do you determine the district winner? Is it through the strength of the schedule played or the strength of teams beat?

It is decided by the wins of these 3 teams opponents in either district or non-district competition.

However, usually the wins against each other are cancelled out because in most cases those 3 teams have beaten the same district opponents.
