To be perfectly honest, yes. I don't see any way Valley could lose before reaching the finals.

They play Prestonsburg in the 1st round, who they already beat by 45.

Then they would either play Belfry, who they already beat by 45, or Sheldon Clark, who they beat by 62.

The only possible challenge would come in the title game against either Lawrence Co. or Betsy Layne.
