Myles Garrett has publicly stated he went to Cleveland to go to a Super Bowl, not Canton. The message is clear, he feels that his time with the Browns is up.
Two teams expected to make a play are the Detroit Lions and Washington Commanders.
One team who could be a sneaky good play-- Cincinnati. Would the Browns trade him inside the division? Would he go to the Bengals?

I'd love to see Cincinnati make a move for him, but with that frugal front office, I doubt it would happen. Not sure on his contract or how much is left, but I'm sure the Bengals would be hesitant dare I say to take on even the least amount of money, but I don't think Cleveland would trade within their division either.
I could see the Lions making a run at him, pairing him up opposite of Aiden Hutchinson when he is back and fully healthy, talk about a legitimate frontline with those 2.

His contract is very team-friendly for a player of his caliber. It was mostly front-loaded, so the Browns have absorbed the bulk of it.
You nailed the biggest question: whether Cincinnati would be willing to pay what it takes to get him (in trade capital) considering what others could offer.
Second biggest question is whether Cleveland would actually be willing to trade him within their own division. To that, I'm not sure it should really matter that much, as they aren't beating the Ravens anytime soon and both Cincinnati and Pittsburgh are in considerably better spots.
In all reality, it might not be a terrible time for the Browns to completely tank in hopes of getting an Arch Manning. No #1 pick is a sure thing, but Manning is probably as close to a high floor, high ceiling rookie QB as you could ask for.

Don't blame Garrett for wanting out, owners and management are incompetent. I would like to see him end up at Washington. Really starting to like the Commanders.

Would he want to play with Burrow , Chase and Hendrickson? DAMN RIGHT , he would !!! Browns would never trade him to the Bengals, though, unless they Dog stomped the Bengals in the transaction.

2 years left on his deal so its only worth trading for him if you can resign him to at least another 2 years. Is Garrett worth what it will take to get him?
Also, we all know how this plays out, Cleveland screws the league over again, and trades him to the Chiefs.

As a Browns fan, this breaks my heart
As a Browns fan, this is no surprise.
We have ruined players primes since I've been a fan and the day Nick Chubb leaves, I'll no longer be a Browns fan

I feel your pain Spud. The Browns are a cluster-f wrapped around a monkey-f. Sad.
