Really?

Yep. It's all factored over "Potential Eligible Athletes", or something like that. E.g. Boys.

Until about 6 years ago, the KHSAA used total enrollment (Boys and Girls) to determine classification. All boys schools simply had their enrollment doubled. For those schools with a majority of girls, such method pushed them into higher classes.
Fortunately the KHSAA realized the silliness of doing it that way and changed to just using the boy number.

A side note to this system. In 4A the two 'smallest' schools are Highlands and LexCath.
If anyone want to see a system that seems to work well. Look at Indiana. They have 5 classes with 8 7-8 team Sections. The teams play for a Sectional championship in a 3 week classic 8 team bracket. But how is seeding done and who gets the by if there are only 7 teams? Blind draw. #1 and #2 may play each other first week or in the finals, you never know until the draw. But also #7 and #8 are not guaranteed to be sacrificial lambs in the first week. Also, every team makes the playoffs. Then the sectional winners play another classic 8 team playoff the Class championships over another 3 weeks.
Kentucky could do the same thing going back to 4 classes.
