What is the ruling for clock operation on a change of possession?

Clock doesn't start till snap..

On kickoff the clock starts when the ball is touched by the receiving team, otherwise when the clock is stopped it is started when the ball is snapped unless signaled by the refs

Would there be any reason for the clock to run on a change of possession (no running clock in play)? Does this apply to a turnover on downs?

Any change of possession, the ball is dead until snapped.

Only reason for clock to run in between plays on a change of possession is if the mercy rule is in effect.
