Your talking about two different things, a judge over ruled the KHSAA but not the state board of education!

Check farther that the KY department of Ed got involved in writing and enforcement of rules, just saying.

Cordia will be a charter school next year. They are doing this to get out of under tha control of the knott county school board. From what Alice explained to me they will have their own board kinda like an independent school

This is from the Frankfort State Journal on the state department's proposal for charter schools - sounds like they have more than zero control if passed:

Among its proposals are that charter schools meet performance standards, including test scores, graduation rates and promotion rates; that those applying to run Kentucky charters reveal performance, finances and any closings of charters they’ve run in other states; and that authorizers — school boards and/or the mayors of Louisville and Lexington — be able to monitor charters and hold them accountable.

Charter schools could be recruiting factories in metropolitan areas. Funded by local and state money but autonomous from local school boards.
