With this being an ODD numbered year..... Doesn't the ODD numbered Region get home field advantage in the State Semi-Finals?

Can somebody clarify this.

Round 1: Higher Seed Hosts
Round 2: Higher Seed Hosts
Round 3: Higher Seed Hosts, if seeds are the same the Odd District Representative Hosts
Round 4: Odd Region Hosts Regardless of Seed
