Filing: Agent felt Iowa betting probe was illegal

According to a motion filed Tuesday, a state witness testified he was told by the lead agent that the investigation into athletes at Iowa and Iowa St. would be "purely administrative" and not result in criminal charges. 15 athletes ended up being charged.
