LEXINGTON, Ky. (AP) - Kentucky racing officials say it's time to modernize the system for determining who owns a racehorse. The Kentucky Horse Racing Commission began discussions Tuesday on ways to electronically monitor thoroughbred ownership. Dozens of horses have had to scratch from races in the state because trainers didn't bring sufficient paperwork.
