I believe the list just ranks programs based on the number of wins in their respective program history.

Wins alone are not a good indicator of Program strength, Especially when looking at upper towr nationally-ranked teams.

Not year to year, but there's something to be said for longevity of success and the overall quality of a program. The topic isn't top football programs in the country, it's winningest.
