If a middle school student participates on the high school track team. Do they have to sit out a year of sports if the dont go to that high school?

It will take effect with the class of 2014, (this years 5th graders).
It follows the same procedures as if they were in high school (9-11) and switch schools after playing in a varsity sport.

I need to clairify this statement.
It does take affect with the class of 2014 but not until they are 8th graders.
