The best way to seed would be like the high school system tie breaker system. Get points based on your win over an opponent based on their number of wins.
For Example:
Corbin: 8-0 teams they beat had a combined win total of 12 wins.
Pikeville: 3-2 teams they beat had 15 wins combined.
Calloway County: 4-4 teams they beat had 10 wins combined.
Danville: 1-6 the team they beat had 7 wins.
Bowling Green: 9-0 teams they beat had 25 wins combined
So with this system
Bowling Green 1
Pikeville 2
Corbin 3
Calloway 4
Danville 5
This is the best system I believe, it rewards strength of schedule and playing football games. Someone may find a flaw but I cannot.
