President Obama said Saturday that scientists must design new fuels and energy sources to curb carbon pollution, part of a larger plan that he will announce next week that is expected to include efforts to regulate emissions from coal-fired power plants.

The president says in an online video that his plan includes preparing the United States for the effects of such pollution, which has been connected to climate change, and leading other nations in such efforts.

The new details and the Environmental Protection Agency-led plan for coal-firing plants, under the Clean Air Act, comes as no surprise, considering what Obama said in 2008 while running for this first term.

“If someone wants to build a new coal-fired power plant they can, but it will bankrupt them because they will be charged a huge sum for all the greenhouse gas that's being emitted," he said.

Obama also says in the video that no single step can reverse climate change and that workers must prepare for a clean energy economy.

White House aides have suggested the plan, to be announced at Georgetown University, in Washington, D.C., will include calls for renewable energy and energy-efficient appliances and buildings.

“In my inaugural address, I pledged that America would respond to the growing threat of climate change for the sake of our children and future generations,” the president says in the video. “This Tuesday, I’ll lay out my vision for where I believe we need to go -- a national plan to reduce carbon pollution, prepare our country for the impacts of climate change, and lead global efforts to fight it.”

Environmental groups have for months been pushing Obama to make good on a threat he issued to lawmakers in February in his State of the Union address: "If Congress won't act soon to protect future generations, I will." Obama's move to take the matter into his own hands appears to reflect a growing consensus that opposition in Congress is too powerful for any meaningful, sweeping climate legislation to pass anytime soon.

"They shouldn't wait for Congress to act, because they'll be out of office by the time that Congress gets its act together," Rep. Henry Waxman, the top Democrat on the House Energy and Commerce Committee, said in an interview.

Another key issue hanging over the announcement — but unlikely to be mentioned on Tuesday — is Keystone XL, a pipeline that would carry oil extracted from tar sands in western Canada to refineries along the Texas Gulf Coast. A concerted campaign by environmental activists to persuade Obama to nix the pipeline appears to be an uphill battle. The White House insists the State Department is making the decision independently.

Obama's speech on Tuesday will come the day before he leaves for a weeklong trip to three African nations.

One of this states best and most reliable companies laid off over 50 workers this week from what ive been told. I wont mention the company name, but i never expected it to hit that company. With several locations across the state, it got hit hard in all of its eastern locations which relies on coal.

It just keeps getitng better and better.

I expect a large amount of food stamp and other forms of government assistance to sky rocket in this state, and while all this keeps going on, we'll continue to be charged as a "taker" state when the reality is the government itself is responsible for that.

What does that have to do with layoffs? Telling the name of a coal company that has to layoff workers doesn't give the company a black eye.

You might want to throw a little blame to natural gas, and cheaper coal mined elsewhere, and scrubbers that allow higher sulfer(cheaper) coal to be burned.

The company that laid them off prolly has no choice. It's not their fault.

They didnt have a choice.
That particular company had already implemented furloughs and tried many different things before finally having to make the choice to lay off.
I was wrong however, they did not lay 50 off, it was around 30. They were able to shift around 20 jobs by relocating employees.
The reason i know all of this is because my brother works there.

You might want to throw quite a lot of blame actually, on Obama's war on coal. Since that is where the blame lies.

3 new mines opened up in Illinois in the past month. Booth is getting ready to open 3 more as well.

It looks like he has done his duty, and should be able to retire, disabled. We pay taxes to take care of people like your dad, not to mention how much your dad has paid. Although, you will have a few here argue that he should work for several more years.

I'd like to know who you think those "few" are. I'd go one step further and say that there is not even one on here that thinks 23's Dad should have to continue to work.

See, this is where the two trains of thought (conservative vs liberal) collide in a roilous and confusing mess. There are indeed many folks like 23's Dad, who we as a society could afford to take care of and should. The problem is that the liberals insist on taking care of anybody with sufficient enough low esteem to stick their hand out.

The argument is that the able bodied should work at the best job they can find for the time being. If they aren't happy with their level of employment they can improve their sted with training or further their education. But no, the liberal insists just handing folks stuff. Thusly, they are encouraged to sit at home drinking Mountain Dew, making babies out of wedlock and contributing nothing except a hard luck story to the equation. Everybody can't get their dream job right off the bat. As a matter of fact, few actually get their dream job ever. The truth is, most folks might feel somewhat humiliated or unhappy with the work available to them at first. That doesn't excuse them from the responsibility of working. Some pretty famous and successful folks began their careers waiting tables or working at McDonald's. So, let's get all the one's that are too good or too lazy to get out and work for a living, off of their backsides and out into the workforce where they belong. Then we won't have a problem meeting our moral obligations to those who have given their all and fallen ill or become disabled.

^ WC's dad is a fairly young man, around my age I'd bet. I'm sure there are a few here that would question his ability to work, and disabilty level, being such a "young" man, with what should be another good 15 years in the workforce. Of course, if I'm taking the flow of some guy's here posts over the years wrong, I apologize.

Anybody else tap in on Obama's climate change speech today? Global warming has been renamed/repackaged and spun into a more marketable product. MIT science has proven there are serious flaws in the data on which climate change scientists hang their hats.

Everybody from Fox News' Wendell Goler, to Press Sec. Jay Carney misrepresents the situation as it truly exists. The debate about the validity of global warming has arisen from within the ranks of the scientific community. But, to listen to them tell it, one would necessarily conclude that the disagreement is far more lopsided. They say that the science is settled and it is only the republicans who stand in the way of good stewardship of our planet. Distorting and misrepresenting what they say is the truth. Liberals insist we have a moral responsibility, (imagine liberals using that word, lol), to do all we can to eliminate carbon emissions now. And, FWIW we have managed to cut back our carbon emissions to 1992 levels as it is.

Here are the facts; the science is anything but settled and it is the scientists themselves who disagree, global warming is a liberally born notion so naturally, the party of liberals are doggedly hanging on to their unsupported conjectures about the nonexistent rising temperatures. It was revealed to the world through intercepted emails that the warming data is 'doctored', that's the same thing as a lie for all you conservative readers. The global temperatures have been flat lined now for just over 60 years.

Today I heard an admission that coal plants are to be shut down and the Keystone Pipeline will in all likelihood, not be built during the tenure of this administration. "Skyrocketing" electrical and other energy costs which are artificially exacerbated by an energy policy guideline whose centerpiece is to completely eliminate carbon emissions, have now become reality. While, over in India and China a new coal fired generating station opens every week of the year, and they have told us what we can do with our objections about that in plain English.

In short, if you're not rich or on the government dole roll, you're in trouble. Most folks will watch their saving evaporate or never materialize in the first place, between the IRS administrated ObamaCare program and skyrocketing energy costs. It's a nightmare that is just getting started.

TRV. I've read almost very post over the past few years and I can't think of any contributor that had that "flow". TRT completely cleared up how 99% of conservatives feel on the issue in his last post. I don't understand where there could be any confusion.

You aren't reading very close. I was even gigged when I said I was kind of semi retired, because I was too young.

Check the job growth numbers since he took office. When Obama took office the economy was on a death slide, jobs were being lost by the millions. Now the economy is improving, and all or most of the jobs lost are back. Where have you been? This is easy info to find.

He stopped the gaping wound from bleeding, and is healing the damage. Unspun, job loss was sliding to hell, and Obama fixed it. Healing from an almost depression takes time. Unspun, if I wreck a 10k car, and do 9k damage, it's not the body man's fault if it takes awhile to repair the damage.

Oh, it's hard to see that when all he talks about is closing all the coal fired electrical generating stations including the one in Louisa, and whose energy policies in general discourage domestic oil drilling and exploration while we make every oil sheik in the middle east rich, and who is dismantling our military and nuclear advantage, federally mandating complete cradle to grave care and support for anybody who chooses not to work while ignoring the 16.7 Trillion dollar debt we taxpayers laughably are expected to pay back somehow. I guess I'm one of those glass half-empty guys. nicker:

So you don't think this new executive order isn't going to cost thousands of jobs? Not to mention the rising cost of electricity that doesn't need to happen, these are direct attacks on the middle class

Good luck telling the 5K coal miners that lost their job during the past year and half that jobs are on the rise. As for the economy, just look around, it speaks for itself.
