Why aren't they done prior to district tournaments, and just seeded out to read (for example):

45th District winner vs.
48th District runner-up
--------------------------
46th District winner vs.
47th District runner-up

48th District winner vs.
46th District runner-up
---------------------------
47th District winner vs.
45th District runner-up

Anyone know? The only reason I've been able to think of in my head is to prevent any sort of "Tank" to draw a softer district if you were the runner-up rather than the champion.
If you have the regional drawing before the district tournament, in some cases it could be better to be the runner-up than champion of your district. An example would be in the 11th region. Would you rather win your district and play the runner-up in the Henry Clay, Scott County, Bryan Station, Sayre district, or be the runner up and play the champion in the Woodford County, Frankfort, Franklin Co, Western Hills district. Drawing before the districts could lead to some district finals with teams that really do want to win.
