Now before everyone starts ripping Penn State to shreds again, let's be clear on a few things. Penn State is not suing the NCAA, the governor is, although he's being pressured to from several alumni and fans of PSU. Penn State also agreed to the sanctions, so the governor's chances of winning are very slim.

Pennsylvania governor Tom Corbett is suing the NCAA in an attempt to drop the sanctions placed on Penn State for the Jerry Sandusky abuse scandal. Corbett said, "the NCAA overstepped its authority by imposing hefty sanctions on Penn State University in the wake of the Jerry Sandusky child molestation scandal." Corbett also stated that a handful of top NCAA officials simply asserted themselves into an issue they had no authority to police under their own bylaws, and one that was clearly being handled by the justice system.

By the way, he'll be running for re-election in 2014
I guess he is starting his campaigning early.

IMO, he just needs to let it go...
He may find his self getting counter sued.
The penalty's placed on Penn State are in no way affecting anyone involved in the abuse and cover up. They are just affecting the fans, and players.
The governor does have a point, the sexual abuse, where it took place, who was involved, those were a criminal issues that needed to be dealt with in the justice system, it was not an athletic matter. however, he really doesn't have a chance since PSU agreed to the sanctions.

this may be a political move, maybe the state misses the tax dollars they would've gotten if PSU went to a bowl game, but either way, it's pointless now
