This could be one of the best chances a good 13th region team has to make it out of the first round.
Might be a fight to the finish in the upper bracket as it has a lot of good match ups that could come together.

I agree. Assuming the 16th consists of teams like Ashland, Rowan, Boyd, Greenup, like it does in basketball, it would present the 13th winner a pretty solid shot at winning.
The 15th is done in the first round as well
