Its decided by your non-district opponents.
For example you take the wins of every non district opponent youve played and beaten and add them up.
So if Whitley was in a 3 way tie in a district theres would be like this
Whitley has beaten LYnn Camp (0 wins), Clay County (1 win), and Somerset (3 wins)
So whitley would have 4 points so far.
And thats pretty much it

^kind of but not exactly.
According to the KHSAA handbook:
If it is a 2 way tie, then which ever team won the head-to-head matchup gets the spot.
If it is a 3 way tie, then you have to go to the tie-breaker point system
3 way tie breaker point system:
You get to pick 4 opponents that you have beaten, and you add up their wins as runitupthegut explained.
You can count district or non district opponents, in-state or out-of-state, but you cannot count wins from either of the teams you are tied with.
Which ever team has the most points gets the spot, 2nd most gets the next spot, 3rd most gets the next spot.
If a tie still exists, you add another opponent and see if that will break the tie, if it still exists, you add another, etc.

After you break the threeway tie to get first place. You then use head to head between the two remaining tied teams to determine 2nd & 3rd.

Not according to the KHSAA handbook. If you have to use the point system to break a 3 way tie, the point system is used for all 3 spots.
What you are talking about is only if a 3 way tie exists and 1 team had defeated the other 2 teams in the regular season but they all ended up with the same district record. In that case Team A would be the champ and whoever won the regular season game between Teams B and C is 2nd and the loser of that regular season game is 3rd.
More commonly, in a 3 way tie, you have a situation where each of the 3 teams have defeated each other. Team A beat Team B, Team B beat Team C and Team C beat Team A. That is where you go to the point system I outlined above. And in those situations, all 3 positions are decided by points and head to head results from the regular season don't come into play.
