They can, but the question is will they? They have beat West Carter and Boyd County who both own wins over Rowan County. They play Rowan in regular season on October 1st.
Saw Russell play at Floyd Central Invitational tournament over the weekend. They are legit. A lot of club players on that team, which is more than I can say for most teams in East KY.
